Primary Roles
Responsible to encompass a range of tasks related to sourcing, contracting, cost control, and supplier relationship management.
Lead and manage a team of Sourcing and Procurement members.
Oversee procurement operations and function, including the review of Purchase Request, Purchase Order, tender documents and other procurement-related submissions
Work closely with user departments to understand their requirements, review tender specifications and formulate procurement approaches appropriate for the purchases
Provide advice to user departments on procurement policies and processes in a timely manner
Key Activities
Sourcing and Supplier Selection:
Identify potential suppliers and vendors for construction materials, equipment, and services.
Evaluate suppliers based on factors such as quality, reliability, pricing, and capability.
Conduct market research to stay informed about industry trends and available options.
Contracting and Negotiation:
Negotiate terms, conditions, and pricing with suppliers to ensure favourable contracts.
Draft and review procurement contracts, purchase orders, and supply agreements.
Ensure contracts comply with legal and regulatory requirements.
Cost Control and Budgeting:
Develop and manage procurement budgets for materials and services.
Work closely with project management and cost control teams to align procurement activities with the project budget.
Supplier Relationship Management:
Cultivate and maintain strong relationships with suppliers and vendors.
Monitor supplier performance, delivery timelines, and quality of goods and services.
Address issues or disputes with suppliers and implement corrective actions when necessary.
Risk Management:
Identify potential risks associated with procurement, such as supply chain disruptions or quality issues.
Develop risk mitigation strategies to ensure continuity of supplies and minimize project delays.
Market Analysis and Trends:
Stay updated on market trends, pricing fluctuations, and innovations in construction materials and technology.
Use market insights to make informed decisions about procurement strategies.
Procurement Strategy Development:
Collaborate with project stakeholders to define procurement strategies that align with project goals and timelines.
Determine the best procurement methods, such as competitive bidding, negotiation, or strategic partnerships.
Documentation and Record Keeping:
Maintain accurate records of procurement transactions, contracts, and communications.
Ensure documentation complies with internal and external auditing requirements.
Compliance and Regulations:
Ensure procurement processes adhere to relevant legal and regulatory standards.
Stay informed about industry-specific regulations related to construction procurement.
Collaboration and Communication:
Work closely with project managers, engineers, architects, and other stakeholders to understand project needs.
Communicate effectively with internal teams and external suppliers to ensure smooth procurement processes.
Ethical and Sustainable Procurement:
Promote ethical practices in procurement, such as fair labor standards and responsible sourcing.
Consider sustainability factors when selecting materials and suppliers.
