• Work closely with intramural scientists and researchers to ensure timely, comprehensive, and accurate updates of information on scientific findings and programmatic accomplishments.

As a Senior Technical Laboratory Manager you will be responsible for the development and formulation of programs, policies, standards, procedures, and guidelines in the areas of administrative management, program and financial planning and evaluation, information management and other related activities in support of major Laboratory/Branch/Division/Institute programs and functions. You will work with laboratory staff to develop project plans, set time frames, milestones, and an agreed upon endpoint. You will manage and coordinate work of the laboratory staff, You will monitor and report on actual status of all lab activities. Initiate correspondence regarding action, policy issues or requests for additional information. Identify project activities or situations that may adversely impact project plan and recommends solutions to problem: areas. Identify and coordinate the resolution of conflicting resource needs, availability, and scheduling.

• Responsible for providing high level consultation and direction to professionals and senior management in areas of systems development, systems deployment and technical feasibility.
• Must be able to translate complex technical subject matter in order to communicate to both junior-level and senior-level staff.
• Leads in developing and implementing strategies, standards, and guidelines for software/online testing.
• Develops schedules, milestones and reporting procedures for his/her own projects, as well as technical projects led by others within OLIB.
• Plans and leads the systems analysis, design, programming, testing, and installation of the proposed systems

Information technology plays a key role in supporting the OALM mission. OALM is the functional owner of many small and large IT systems that provide services to the NIH community and beyond, as well as providing stewardship and assurance of data within these systems. The IT Specialist will provide technical support for management of OALM IT products and services and support OALM digital transformation.

If selected, some of your responsibilities may include:

• Defining, planning, and directing the analysis and development of complete computer systems, web/cloud applications, automated solutions, or the implementation of commercial off-the-shelf (COTS) software.
• Performing needs analyses to define opportunities for new or improved business process solutions.
• Planning, coordinating, and performing systems design and development of low-code to moderately complex IT systems.
• Providing assistance in the managing the inventory and attributes of the OALM products and services.
• Developing and making presentations on project status and technical issues.

• Plan, coordinate and direct the development, implementation, and operation of NINDSs IT infrastructure and systems in achieving programmatic goals of the Institute.
• Serve as a consultant and advisor to the NINDS CIO by planning and coordinating efforts and serves as an adviser and technical consultant on the Institutes Information Technology (IT) infrastructure.
• Lead the information flow to and from leadership, governance, and steering committee bodies to ensure a prioritized, vetted, recommended, and approved portfolio of IT investments for NINDS to meet mission goals.
• Develop NINDS strategies in the areas of technology implementation, information delivery mechanisms, standards, and NIH-wide trends and policies.
• Administer project management duties for Branchs full life cycle IT support and development contract.
• Develop and implement an application development infrastructure for NINDS, including standards and procedures for development efforts, best practices for development, software and database standards, and user interface designs and templates.
• Serve as alter ego to the Chief Information Officer and fully share with the manager the direction of all phases of the organization's program and work.
